Activated Carbon and UV for Pool Water Treatment (by Ole Bisted, Engineer, Danish Technological Institute Department for Swimming Pool Technology.)   When UVc light is used, activated carbon should also be applied in order to reduce the level of THM`s. Since THM`s  are linked with asthma UVc and activated carbon should be used in combination.

The report states that "The spa pool, pipework and balance tank should be constructed of materials known not to support the growth of infectious agents and which comply with BS 692050 ".Technically you could argue that the UK swimming pools and SPA industry does no comply with the UK Health Protection Agency, because the sand used in the sand filters actually promotes the growth of bacteria.

Health Protection Agency conference highlights spa pools as a cause of legionnaires’ disease

“It’s been assumed that if the pool water is satisfactory for routine microbiological checks then growth and spread of Legionella would also be under control. But we discovered that the Legionella bacterium, may be present in high numbers in both privately owned and public facilities even when routine microbiological and safety checks appear satisfactory.
