The TDS of water refers to the Total Dissolved Solids content.  If you were to take a litre of water and boil off all the water, you would be left with  a salt deposit on the bottom of the boiling chamber.  The solids left over are the dissolved solids.

The instrument has a range from 0 to 10 g/l ( same as 0 to 10 ppt or parts per thousand) of dissolved solids, seawater has a concentration of 35 g/l, so you can not use this instrument with seawater pools.  Freshwater pools will always be in the range between 0 and 1 g/l (0 to 1 ppt).  The resolution of the instrument is 0.01ppt, so you always want the instrument to read less than 1.00 ppt.

If the reading goes above 0.99 ppt, this is okay, however the effectiveness of the chlorine and the pH balance of the water will start to change, so it is always best to try and keep the reading between 0.10 ppt and 1.00 ppt.  If the reading goes above 1.00ppt then you should start to dilute the pool with freshwater.
